Ms. Calhoun currently serves as the Vice Chair of the Board and formerly was Chair of the Board of El Paso Corporation Federal Credit Union, a 2013 merger partner with First Service Credit Union. Ms. Calhoun obtained her Bachelor of Arts from Houston Baptist University majoring in Accounting and Political Science. She has served in management positions with Tenneco, El Paso Corporation, and presently with Kinder Morgan, with a variety of responsibilities in Accounting, Information Technology, Pipeline Commercial Operations and as Director - Records/Information Governance. Ms. Calhoun enjoys spending time with her family, especially her twin granddaughters and grandson who live in Austin.

Mr. Love currently serves on the Asset and Liability Committee and Information Technology Committee for First Service Credit Union. He has served on the First Service Credit Union board since 1984 and has previously held positions as the Chair and Vice Chair of the Board. Prior to his retirement in 2013, Mr. Love was the Director of Electronic Customer Services for Kinder Morgan. He is now active with the Westbury Baptist Church, where he has served on numerous financial and administrative committees.

Mr. Taylor has been a credit union member for nearly 40 years and an active Board member for over 30 of those years. He has served on most of the credit union’s standing committees at some time or another, and he has served three terms as Chair of the Board. After 25 years in the Credit Department with Brown & Root he moved to ESG/Halliburton, managing the American Express Travel Card Program. His years of credit-oriented service have put him in good stead to monitor the finances of the credit union during several tumultuous financial periods since the 1980s. Now retired, Wayne devotes his time to gardening, playing senior softball, and volunteering with several charities and his church.

Mr. Esmond is currently serving as Treasurer on the Board and is a member of the Supervisory Committee for First Service Credit Union. In the past he has served on the Executive Compensation Committee, the Loan Committee and has been the Chairman of the Board for legacy Right Choice Credit Union. He is a Tax Director for EOG Resources, Inc. Prior to that, he worked for KBR/Halliburton for 13 years. Doug has been a member of the credit union since 1993. He is the proud parent of two grown children and two grandchildren. He enjoys golf, working out, running, hunting, motorcycling, and snow skiing. He has a BBA in Accounting from Texas State University (formerly Southwest Texas State University) and is a Certified Public Accountant licensed in the State of Texas.

Mr. Itz currently serves on the Board of Directors of First Service Credit Union. Over the years, he has served as the Chair of the Board, on the Supervisory Committee, on the Executive Compensation Committee, and on other committees. Mr. Itz has over 40 years of experience in the energy industry and is now retired. A native of San Antonio, he earned his bachelor's degree in Geology and Economics from Rice University and then held professional and management positions with El Paso Natural Gas, Texas Utilities, Houston Industries (now Centerpoint Energy and NRG), and Calpine Corporation. Mr. Itz still keeps a hand in business serving as Member/Manager of Energetic Properties, LLC. Mr. Itz’s spare time is spent serving on nonprofit boards, and he is currently Treasurer and Chair of the Finance Committee for the Houston Community College Foundation.

Ms. Hill currently serves as Chair of the Board and has served as Secretary and Vice Chair of the Board, as well as Chair of the Executive Compensation Committee and other committees since 2001. As a career employee with KBR, she has had responsibility for a variety of positions in the procurement and human resource departments before arriving in her current role managing the KBR Dispute Resolution Program. In her spare time, she loves to travel and spend time with her family and her two Cocker Spaniels at the lake.

Mr. Casso currently serves as the Chair of the Supervisory Committee and has served on both the Supervisory Committee and the Asset and Liability Committee. Having served the credit union for over seven years, he is excited for the opportunity to continue furthering the personal interests and security of the credit union’s members as a full-time Board director. He is a Certified Public Accountant and has worked for Halliburton for over 20 years in various roles with increasing responsibility including Internal Audit and Financial Planning. He also conducted eight years of international assignments in Latin America including Brazil, Ecuador, and Mexico. In addition to his day-to-day job duties, he participates in university recruiting, mentoring, and training of operations employees in various finance related courses. He is originally from Laredo, but he has called Houston home since 1992. He has been married for 25 years and has three teenage boys. In his spare time, he enjoys coaching youth sports teams including football, basketball, and soccer and volunteering for nonprofits including Junior Achievement and Kid’s Meals.
As Vice President for SNC-Lavalin’s Oil & Gas Sector, Tom is responsible for all Operations in the USA, Latin America, and the Caribbean regions. He joined the SNC Lavalin team in 2014 after spending 23 years with KBR, where he joined the credit union as an employee in 1991. Tom holds a Bachelors’ Degree in Business Management from Texas A&M University and has spent eight years working in foreign assignments. This has led him to gain professional experience in Saudi Arabia, Australia, and the UAE. Tom is committed to customer service excellence and setting the culture for proactive engagement and delivery. He believes that the best results come from teamwork, creativity, and attention to detail. A family man, Tom has been married for over 20 years and he and his wife have three children together.

Executive Leadership Team
President/Chief Executive Officer (CEO)
Dave Bleazard is President and Chief Executive Officer (CEO) of First Service Credit Union. He joined the company in 2004 to head a three-branch organization with assets of less than $100 million. Under his leadership, First Service has grown into a full-service financial institution with assets over $700 million.
As a leader in the credit union movement, Mr. Bleazard has directed the growth and diversification of First Service which currently represents over 140 sponsoring companies and organizations with over 50,000 active members. Mr. Bleazard was the driving force behind First Service’s state-of-the-art online membership and loan applications. A visionary with hands-on experience in day-to-day operations, Mr. Bleazard exemplifies his organization’s motto of “Outstanding Service” for First Service members.
Prior to joining First Service, Mr. Bleazard spent nine years at Members Choice Credit Union and earned a Bachelor of Science in Business Management from Brigham Young University in 1992. Bleazard is the father to six children and has been married to his wife, Suzanne, for 28 years.
Executive Vice President (EVP)
Mike McWethy is the Executive Vice President (EVP) of First Service Credit Union. He joined the credit union in 2006 to lead the operations of the organization. Mike’s expertise over the years covers many areas such as branch operations, consumer lending, compliance, commercial lending, marketing, mortgage lending, sales, digital engagement, and organizational development. With the help of his leadership, First Service continues to expand its reach online and in the community.
Mr. McWethy’s previous work experience includes other large credit unions and management in the technical division of a large corporate bank. He is originally from the Dallas-Fort Worth area where he graduated from CUNA Management School. He holds a bachelor’s degree in Business Management and enjoys life in the Houston area with his wife and four children.
Chief Information Officer (CIO)
David Dang is the Chief Information Officer (CIO) at First Service Credit Union. He joined the leadership team at First Service in 2017. His role as CIO includes the management of the credit union’s technology infrastructure and data security.
He has over 20 years of experience in the financial services industry, having held positions managing the technology and information systems at several other credit unions before joining First Service. Mr. Dang has a Bachelor of Science in Computer Engineering from the University of Houston with a minor in Drafting. In his spare time, he likes fishing, flipping houses, enjoying good food, and staying up to date with the latest technology.
Chief Risk Officer (CRO)
Frank Halstead is the Chief Risk Officer (CRO) at First Service Credit Union. He joined the leadership team at First Service in 2012. As CRO, he oversees the risk management, investment services, and support services of the credit union.
Mr. Halstead has more than 15 years of experience in management for the financial services industry. Before joining First Service, he was Vice President of Information Technology at Arrowhead Credit Union in San Bernardino, California and Assistant Vice President of Information Technology at PFF Bank & Trust in Pomona.
Prior to his entry into financial services, Frank served in the U.S. Army as an aircraft weapons system technician, where he received training in electronics fundamentals and military leadership. He is an Operation Desert Storm veteran and also served two tours of duty in Germany during the Cold War period.
Mr. Halstead has a Bachelor of Science in Technical Management from DeVry University and a Master of Business Administration from University of Redlands. He is certified in Credit Union Executive Leadership from the South Southwest CUNA Management School.
Chief Financial Officer (CFO)
Jana Heaton is the Chief Financial Officer (CFO) at First Service Credit Union. She is responsible for the financial and accounting functions of the credit union and was instrumental in the design of the month-end financial reporting package automation at First Service. Before joining First Service Credit Union in 2010 to work on special projects, Ms. Heaton spent over 35 years working in financial institutions. While working she earned a Bachelor of Science in Finance in 1988 from the University of Louisiana.
Her credit union career started in 1990, and she has never looked back. Credit unions are truly a movement and home to Ms. Heaton. In her career she has worked in nearly all back office functions of a financial institution and has worked at the executive level for over 20 years. She earned her Certified Credit Union Executive (CCUE) designation from CUNA Management School in 1996. Ms. Heaton has also earned her Toastmasters Competent Leader designation.
She is an avid animal lover and is active in rescue and rehabilitation of homeless animals.
Debi E. Little
Chief Lending Officer (CLO)
Debra Little is the Chief Lending Officer (CLO) for First Service Credit Union and is responsible for the lending and collection functions which include research and development of new loan products and services, policy and procedure development, budgeting, regulatory compliance review, in addition to other daily activities.
Ms. Little has over 35 years of experience in the credit union industry. She joined First Service Credit Union in September 2003. Prior to that, she was with Member Source Credit Union for 21 years where she implemented programs such as student loans, first mortgages, home improvement loans, and credit cards through a third party before later bringing the credit cards in-house, to name a few.
Debra received the prestigious Certified Credit Union Executive (CCUE) designation from CUNA Management School in November of 2000 and was named one of the Credit Union Executive Society (CUES) Rising 100.
Chief Administrative Officer (CAO) & In-House Counsel
Jon Shurtz is the Chief Administrative Officer (CAO) and In-House Counsel for First Service Credit Union. He joined First Service in 2018 and brings 12 years of legal, business, and project management experience with one of the world’s largest financial services companies, a privately held construction firm, and a Fortune 150 energy corporation. Jon oversees the legal aspects of the credit union and manages the Human Resources and Facilities Departments.
Jon earned a Bachelor of Arts in Linguistics from Brigham Young University and a Juris Doctor degree from Oklahoma City University. He is admitted to practice law in Texas and Florida. Jon and his wife, Meghan, have 7 children – 3 boys and 4 girls.
A passionate sports fan, particularly high school and college football as well as March Madness, Jon enjoys cheering for his teams, fishing, volunteering at his church, spending time with his family, and enjoying good food.
